    Sections Duty in Department of Finance

    The Department is divided into four sections, which are— the Section of Financial Management, the Section of the Treasury , the Section of Local Financial Institutions and Tobacco and Alcohol, and the Section of Public Assets-- to serve the Hsin-Chu Citizens.

    Section of Financial Management
    The Section of Financial Management is responsible for budget preparation for the City Government and its subordinate authorities and schools. It manages City Government treasury, finances and revenues/ expenditures affairs. It is in charge of the administration of licensing and certification as well as supervises the collection of various service charges and construction beneficiary fees. In addition, it oversees tax collections and special fund management.

    Section of Treasury
    The Section of the Treasury handles the salaries, procurements as well as labor budget related disbursements, pertaining to the City Government and its subordinate authorities and schools.

    Section of Local Financial Institutions and Tobacco and Alcohol
    Section of Local Financial Institutions and Tobacco and Alcohol oversees the management of the First, Third Fifth and Tenth Credit Unions of Hsinchu City; as well as the administration of the credit departments of Hsinchu City Agricultural Association and Hsinchu City Fishery Association. It assists the City’s manufacturers and distributors of cigarettes and liquors to meet the requirements of the Tobacco/Liquor Administrative Law. Moreover, it protects the health of the people as well as the rights and benefits of consumers.

    Section of Public Assets
    The Section of Public Assets manages properties, which owned by Hsinchu City Government as well as handles the central government schools/ properties entrusted to it. According to the nature of usage, the managerial responsibilities of City Government-owned public properties are assigned to various agencies. Non-public properties are under the control of Department of Finance. In order to encourage effective land use, lands without utilization plans are rented out, sold or developed into temporary parking spaces. Intermittent inventories are conducted for properties under the care of subordinate authorities and schools to enhance the efficiency of property utilization and maintain the integrity of the property lists.
